I think it usually means that the judge excused the dog for some reason. I've only seen it once and it was because the dog tried to take a chunk out of the judge, so entirely appropriate Rolling Eyes

I've also seen it for a dog that limped/was inured and a dog that was not entered properly.
I think this can be used to cover a lot of things. Cases where the judge thinks that possibly for "that particular day" there is an issue. Something that is not long term or permanent. Therefore, reinstatement wouldn't be required.
